From 12-13 September 2023, representatives from the Croatian Ministry of Justice and Public Administration, along with judicial and state authorities, participated in a change management workshop in Split, Croatia, aimed at promoting the use of e-communication in judicial proceedings.
This event was organised by the project "Digital by Default: Optimisation of Efficiency and Quality of Judicial Services and Transparency of Judicial Decisions”, aimed at optimising the efficiency and quality of judicial services and increasing transparency in judicial decisions.
This workshop marks the second in a series designed to support ministries and public entities in adopting e-communication and ensuring digital tools positively impact the length of court proceedings to meet the “reasonable time standard” set by the European Court of Human Rights.
By advocating for the increased use of digital tools in the judiciary, the project supports its key beneficiary, the Croatian Ministry of Justice and Public Administration and the judiciary in achieving milestones outlined in the Croatian National Recovery and Resilience Plan. This, in turn, contributes to implementing reforms that strengthen the rule of law by fostering transparent and efficient judicial processes.
The project is co-funded by the European Union via the Technical Support Instrument, and implemented by the Council of Europe, in cooperation with the European Commission, the Directorate-General for Structural Reform Support (DG REFORM).
