First meeting of the Working Group for drafting Rules of procedure for Election commission took place in Srebrno jezero  on 12-13 March 2024 with the support of the project "Support for the Implementation of Judicial Reform in Serbia". High Prosecutorial Council formed diverse working group that brought together members of the High Prosecutorial Council, public prosecutors from all four appellate prosecutors’ offices, representatives of the two prosecutorial associations, as well as civil society representatives as observers.

Local CoE expert presented draft of the Rulebook prepared based on the new legal framework to the working group. During two-day meeting working group discussed all proposed legal solutions and which CoE expert shaped into final version of Rulebook. Rulebook regulates composition of the commission, election of its members, mandate and manner of work, transparency of its work as well complaints procedure.

Working group has decides that alongside adoption of Rules of procedure it is necessary to prepare Rulebook on election procedure that will provide additional clarification needed for full alignment with the legal framework. Adoption of these two bylaws will enable election of future members of the HPC among public prosecutors in fair and transparent manner. The project "Support for the Implementation of Judicial Reform in Serbia" project will continue to support prosecutorial council in the process of development of implementation bylaws.
