Back Third Round Table Meeting on Freedom of Expression Raising Awareness “Balancing Conflicting Rights 2: Freedom of Expression and Defamation in Turkey”

Under the European Union/Council of Europe Joint Programme “Strengthening the Capacity of the Turkish Judiciary on Freedom of Expression”, the third roundtable meeting on “Balancing Conflicting Rights: Freedom of Expression and Defamation” was organized on 23-24 March 2016 in Ankara, Turkey with representatives of the judiciary, members of the press; academics working on freedom of expression and defamation; lawyers, members of NGOs and other institutions. The aim of the round table was to review jurisprudence of the ECtHR and Turkish national courts in the context of freedom of expression and defamation, including session on defamation and freedom of religion and decriminalization of defamation. Participants had also possibility to hear a CoE video interview with Judge of the ECtHR Ms Angelika Nussberger on “Freedom of Expression and Defamation”, translated in Turkish. In addition, a “On-line course on Defamation” developed under the Project, was presented by Head of HELP Unit, Natacha De Roeck, as educational tool to enhance judiciary capacity and understanding on the concept of proportionality between freedom of expression and right to reputation in line with ECtHR standards.
