Strengthening Judicial and Non-Judicial Remedies for the Human Rights Protection of the War-Affected People in Ukraine
The main objective of the project is to improve access to justice, human rights protection, and information for war-affected people within civil and administrative proceedings. As a result, key groups of war-affected people will benefit from better access to justice along with restoration and protection of their human rights at the domestic level in line with Council of Europe standards and good practices.

Partners: Supreme Court, Constitutional Court of Ukraine, Ukrainian Parliament Commissioner for Human Rights, Ministry for Reintegration of the Temporarily Occupied Territories of Ukraine, National School of Judges of Ukraine, Coordination Center for Legal Aid Provision at the Ministry of Justice of Ukraine, Law Faculties in Ukraine.
End beneficiaries: War-affected population
The Government improved the national legal framework on effective remedies and data collection for war-affected people in line with Council of Europe human rights and rule of law standards.
War-affected people gained better access to legal aid and benefit from effective judicial remedies for human rights protection adjusted in conformity with European standards and the case-law of the European Court of Human Rights.
War-affected people got better access to justice through non-judicial human rights restoration mechanisms.
Key Activities
Expert support in order to improve the national legislation and regulatory framework on IDPs and other war-affected people.
Conferences, roundtables, study visit and other events to facilitate constructive dialogue among key stakeholders on better administration of and access to justice for conflict-affected population in the war and a post-war context.
Comprehensive analysis and recommendations to support the alignment of national judicial remedies on the human rights protection of war-affected people with Council of Europe standards.
Comprehensive training courses for judges, legal professionals and law students on judicial remedies for war-affected people.
Expert advice and in-demand IT equipment to strengthen the Ombudsman capacities to restore the human rights of war-affected population.
Grants to ensure better access to legal services and national hotlines for the most vulnerable groups of war-affected people.
Targeted media campaigns on existing remedies, support programmes, and available helplines for war-affected people.
