The Anti-Discrimination Cooperation (ADCU) and Hate Speech, Hate Crime and Artificial Intelligence (HSCU) Units run extensive programmes of cooperation activities to help combat discrimination, hate speech and hate crime, as well as support the empowerment of minorities, the positive management of diversity and respect of human rights, including in the deployment of digital technologies, algorithmic and artificial intelligence systems.

Equality and non-discrimination training session for Armenian Police Officers

As follow-up to the first training held in June 2024, Armenian police officers were furtherly  trained on European standards on equality and non-discrimination. Arpine Sargsyan, Deputy Minister of Internal Affairs of the Republic of Armenia, opened the training, highlighting the importance of strengthening police capacities to respond to hate-motivated crimes and aligning relating practices with European and international standards and good practices.

Council of Europe experts and representatives from the Office of International Legal Matters presented standards in this field, including the recent judgment of the European Court of Human Rights "Oganezova v. Armenia", giving participants a platform for active discussions about measures and procedures for handling and addressing hate-motivated crimes.

The event also contributed to fostering of dialogue between police officers and representatives of local civil society organizations (CSOs) working with vulnerable communities. Exchange of experience contributed to better understanding, with conclusion that the cooperation of all relevant actors is a key element for addressing hate crime cases efficiently, for the benefit of all citizens of the Republic of Armenia.

This training is part of the European Union and Council of Europe joint programme “Partnership for Good Governance”, co-funded by the European Union and the Council of Europe, and implemented by the Council of Europe, in the framework of the project “Promoting equality and non-discrimination in Armenia”.
