Moldovan judges, prosecutors and courts' staff equipped to address bias motivated crimes and protect victims

A comprehensive training program related to addressing bias-motivated crimes and better protection of victims of such crimes in line with European standards took place on 29-30 May 2023. It involved judges, prosecutors and courts’ staff of the Republic of Moldova. The training provided participants with the necessary knowledge and skills to identify the impact of prejudices and stereotypes on victims, recognise the protected grounds in such cases and effectively work with victims of these violations.

Further, the training emphasized the importance of recognising and addressing prejudices and stereotypes that may influence the judicial process. The gained knowledge will enable legal professionals to accurately classify and appropriately prosecute crimes motivated by biases related to protected criteria, such as ethnicity, origin, religion, gender, sexual orientation. 

Based on the victim-centered approach, this training offered knowledge on communication techniques, empathy-building strategies, and the importance of creating a safe and supportive environment for victims throughout the legal process. In addition, it highlighted the positive obligation of the states in line with European standards to effectively investigate and punish crimes motivated by prejudice, in proportionality to their gravity – contributing to strengthening capacities of relevant actors to uphold justice, equality and the rights of victims. 

The event was organised within the framework of the Council of Europe Project ”Enhancing diversity and equality in the Republic of Moldova”. The project is part of the Council of Europe Action Plan for the Republic of Moldova for 2021–2024 and funded by the Ministry of Foreign Affairs of the Kingdom of the Netherlands.
