Report on the responses to hate speech in the Republic of Moldova now available

A new report on the responses to hate speech in the Republic of Moldova has been published. The report is the result of a project to use systemic analysis to map how members of society are impacted by hate speech and the redress available to them. The analysis maps the interaction individuals have with institutions, other public bodies, NGO’s and private sector throughout the process of addressing the hate speech.

This analysis is not restricted to legal redress but attempts to encompass all possible responses as outlined in ECRI General Policy Recommendation No. 15  on Combatting hate speech, for example self-regulatory procedures, public condemnation, victim support and educational responses. By breaking down a system into its component pieces and studying how those component parts work and interact to accomplish their purpose helps identify gaps, challenges and new actions and tools.

The results aim to increase the understanding of all stakeholders of all the variables that affect the current situation concerning hate speech in the Republic of Moldova, and to evaluate together their roles, relationships, opportunities, and solutions for co-ordinating further actions.

In 2020, the project organised an online training course, stakeholder interviews and two workshops which resulted in the finalisation of the map of national responses to hate speech in the Republic of Moldova. The report includes proposals for future actions from stakeholders and a possible roadmap for their implementation.

The project was implemented under implemented under the Council of Europe’s Action Plan for the Republic of Moldova 2017-2020 with the funding of the Netherlands.

Further systemic analysis of national responses to hate speech are currently being undertaken in Armenia, Georgia and Ukraine under the EU/CoE project “Strengthening the access to justice through non-judicial redress mechanisms for victims of discrimination, hate crime and hate speech in Eastern Partnership countries”.
