Between October and November 2024, five information sessions were organised for 105 students of the Police Academy “Stefan cel Mare” and its Faculty of Law, Administration, Public Order, and Public Security. These sessions focused on the principles of equality, non-discrimination, and the specificities of bias-motivated offences, in accordance with the national legislation and relevant European standards.
During the sessions, students were acquainted with the key national regulations on human rights protection and non-discrimination, including with the amendments to the Criminal and Misdemeanour Code, including the notion of “bias-motivated’’, introduced by Law 111/2022.
Trainers, officers from the Telenesti and Comrat Police Inspectorates, presented the challenges faced by marginalized groups and highlighted the need to debunk myths and stereotypes about these communities. The discussions also covered the practical aspects of police work on this, such as on-the-spot investigations, evidence handling, identifying the bias motivation, and legal qualification, using real cases from the Republic of Moldova documented by the trainers.
These sessions aimed at fostering an inclusive attitude towards marginalised groups by future generations of law enforcement, cultivating tolerance and respect for human rights, diversity and equality. It also enhanced the ability of future police officers to detect the prejudice, according to national legislation, in various premeditated offences and misdemeanours, and apply the law indiscriminately.
The activity is part of joint collaboration between “Stefan cel Mare” Academy, the “Coalition for Inclusion and Non-discrimination” and the Council of Europe project “Promoting non-discrimination in the Republic of Moldova’’ implemented in the framework of the Council of Europe Action Plan for the Republic of Moldova for 2021-2024.
