The Anti-discrimination Cooperation (ADCU) and Hate Speech, Hate Crime and Artificial Intelligence (HSCU) Units run extensive programmes of cooperation activities to help combat discrimination, hate speech and hate crime, as well as support the empowerment of minorities, the positive management of diversity and respect of human rights, including in the deployment of digital technologies, algorithmic and artificial intelligence systems.

Strengthening state-non-state stakeholders ties to Promote Non-Discrimination in the Republic of Moldova

Following a competitive selection process, the Council of Europe awarded the grant to the civil society organization "Fiecare contribuie pentru schimbare" (FCSP, "Everyone Contributes for Change"). Activities foreseen with the grant agreement will ensure support towards a more inclusive and equitable society in four districts in the Republic of Moldova, namely,  Dubasari, Calarasi, Cimislia, and Soroca districts. This will be achieved through capacity-building initiatives, public awareness campaigns, and collaborative efforts among local civil society organizations and public authorities.

Building upon the networks previously set by the Council of Europe in the aforementioned districts, this initiative seeks to strengthen the impact of local support for safeguarding vulnerable groups from discrimination, hatred and bias-motivated offences in the aforementioned districts.

Activities will involve representatives of local public authorities, social workers, police officers, civil society organizations, and community leaders, foster their collaboration and contribute to creation of sustainable framework for local cooperation in combating discrimination and promoting equality at the grassroots level.

The project will also contribute to sharing best practices among the district networks in addressing discrimination, bias-motivated violence, and supporting vulnerable groups.


The activity is part of the Council of Europe project ’’Promoting non-discrimination in the Republic of Moldova, implemented in the framework of the Council of Europe Action Plan for the Republic of Moldova for 2021-2024.
