The Anti-Discrimination Cooperation (ADCU) and Hate Speech, Hate Crime and Artificial Intelligence (HSCU) Units run extensive programmes of cooperation activities to help combat discrimination, hate speech and hate crime, as well as support the empowerment of minorities, the positive management of diversity and respect of human rights, including in the deployment of digital technologies, algorithmic and artificial intelligence systems.

For a better governance of migrations: the European Union, the Council of Europe and the Ministry of Labour and Social Policies of Italy met to discuss how to make project’s deliverables operational

Management and staff of the Italian Ministry of Labour and Social Policies joined together on 12 and 13 June to participate in a presentation of the main deliverables of the project Reinforcing multi-level policy coordination for integration in Italy, and to discuss possible way to turn research and proposals into practice.

Council of Europe experts introduced the main results of the activities the project has implemented since January 2023. The first day focused on the Desk research, recommendations and blueprint for an improved coordination mechanisms for the integration of third country nationals; expert Francesca Biondi Dal Monte of Scuola Superiore Sant’Anna presented a detailed overview, while Irene Ponzo from FIERI addressed a specific part of the work done, Governance for integration and competencies of Regions and Local Authorities.

Presentations were followed by a lively discussion amongst participants and experts, which continued on 13 June, when the latter presented main recommendations of the three policy briefs issued by the project - Role of local authorities in the Integration and participation of migrants; Skills and knowledge of TCNs accessing the labour market; Participation and inclusion of migrant women - and the research Best practices in the use of the One Stop Shop model for immigrants integration.

The meeting represented a unique occasion for Council of Europe experts to collect feedback from people and institutions benefitting from their research activity, and for representatives of the beneficiaries to discuss the way forward of what was presented and proposed.

The initiative was organised within the project Reinforcing multi-level policy coordination for integration in Italy, co-funded by the European Union through the Technical Support Instrument (TSI) and implemented by the Council of Europe, in cooperation with the Directorate-General for Structural Reform Support (DG REFORM) and the Ministry of Labour and Social Policies.
