PRESENTATION OF THE COMMITTEE

The Committee on Migration Issues is a continuation of the Migrant Rights Committee, whose mandate has been extended to cover the period 2021-2024. By focusing on "the housing of migrants" as a "major challenge for the respect of human rights", this new Committee elected at the General Assembly of the Conference of INGOs in April 2024 adopts a more specific angle of approach, enabling migration issues to be tackled via cross-cutting subjects. Indeed, the work carried out over the last three years has shown that issues such as healthcare, physical integrity, mental well-being, access to the labor market or education are highly dependent on the conditions in which refugees and migrants are housed. In its new mandate, the Committee will therefore focus on issues relating to the accommodation of people on the move, with the aim of contributing to reflection, analysis and policymaking within the various Council of Europe bodies for the benefit of member countries.

Access or lack of access to housing for people on the move is even more important to consider when assessing individual situations, as it is an aggravating factor in the vulnerability already present for most of them. The consequences for inclusion in society, access to basic services and fundamental rights are therefore particularly important. The Committee will therefore be working, among other things, on issues of intercultural inclusion, identification and protection of individuals in situations of specific vulnerability, initial reception, and other horizontal aspects.

Drawing on the field expertise of its member (I)NGOs, the Committee will work to organize events, draft reports, statements and recommendations, and support Council of Europe bodies in their work on common themes. In the current socio-political context, particularly with the adoption of the European Union's new Asylum and Migration Pact, it seems more essential to echo the voice of civil society by offering it an effective means of expression. In this respect, the Committee can congratulate itself on having forged, over the past three years, relationships and collaborative links with the Parliamentary Assembly and its Committee on Migration, Refugees and Displaced Persons, the Congress of Local and Regional Authorities, the office of the Commissioner for Human Rights, and the Special Representative of the Secretary General for Migration.
