What is an Intergovernmental committee?
Committees with terms of reference of the Committee of Ministers constitute the main tool to develop common policy instruments and legal standards, such as treaties or recommendations.
They are composed of members representing member States, of the highest possible rank in the relevant field. These committees almost systematically involve non-member States, relevant international and regional organisations, civil society and other partners in their work, as participants or observers.
Committees with terms of reference of the Committee of Ministers are composed of:
- Steering committees, which have planning and steering functions
- Ad hoc committees, which have a more focused task
- Subordinate bodies, in general of steering committees, with more specific expertise on selected matters.
For 2022-2025, the structure consists of 26 steering or ad hoc committees and 16 subordinate bodies.
