TRAVEL
Please bring the following documents with you while travelling to ensure entrance in Costa Rica:
- Passport
- Flight ticket (round trip)
- Invitation Letter
- Travel insurance
- Yellow fever vaccination certificate (if required)
- Original visa application form – (If applicable)
If you are unable to travel, please inform the person that booked your flight as soon as possible.
The day before departure, kindly check the airline website for any updates regarding your flight.
VISA
- Information on visa requirements to enter Costa Rica is available (in Spanish) here: Visas (migracion.go.cr).
- Please also ensure that you meet the visa requirements for all countries that you may transit through during your travel to Costa Rica.
YELLOW FEVER VACCINATION
- Starting on July 30, 2007, all travelers coming from the following countries must possess a yellow fever vaccination certificate, administered at least 10 days before the date of arrival in Costa Rica: Angola, Benin, Burkina Faso, Cameroon, Democratic Republic of the Congo, Gabon, Gambia, Guinea, Liberia, Nigeria, Sierra Leone, Sudan, Bolivia, Venezuela, Brazil, Peru, Colombia, Ecuador and the Republic of Guyana.
TRANSFERS
- Transfers from the airport to the hotel will be provided to all participants staying at the hotels where Council of Europe-supported participants will stay. Participants spending extra time in Costa Rica, before or after the conference, will have to arrange their own transfers.
- Upon arrival at the airport, please look for the sign below:
- Upon departure from Costa Rica, please liaise with the hotel reception for details regarding your transfer time to the airport.

- For participants staying at the hotels where Council of Europe-funded participants are accommodated, the Council of Europe has arranged transfers from the hotel to the venue and back, for each day of the conference.

- The participants funded by the Council of Europe will be accommodated at:

- The room allocation will soon be communicated to each participant by email.
- The accommodation will include breakfast and dinner.
- Please note that any extra hotel expenses during your stay (e.g. phone calls, dry-cleaning, drinks from the mini-bar and snacks) will NOT be covered by the Council of Europe and must be paid directly to the hotel by the delegate before departure.
- Participants funded by other organisations should contact them for further information on their accommodation arrangements.
MEALS
- Lunches (on 10 and 11 November 2022) will be provided at the event venue.
- Dinners (from 9 to 11 November 2022) for participants funded by the Council of Europe will be provided at their hotel.
NETWORKING DINNER
There will be a networking dinner on 9 November at 19.00 hosted by the Legislative Assembly of Costa Rica and the Council of Europe.
- Transport will be provided from the hotels to the dinner venue.
- Dress code: business attire.
REIMBURSEMENT
- Participants whose travel is funded by the Council of Europe can benefit from reimbursement of visa fees and the costs of any COVID-19 test required for travel.
- Please send the copy of the visa and receipt for visa fees and/or the receipts for COVID-19 tests required for travel by email to the person that booked your flight.
- All reimbursements will be processed after the event, in EUR, by bank transfer.
COVID -19 PROTOCOLS
- It is each participant’s responsibility to comply with the COVID-19 protocols in force for the entirety of their stay in Costa Rica.
- Starting April 1, the temporary immigration measures for entering Costa Rica – put in place due to the COVID-19 pandemic – are repealed. This eliminates the requirement to complete the epidemiological form known as the Health Pass and the requirement of medical insurance for unvaccinated foreigners.
- All commercial establishments, activities, and events can operate at 100% capacity.
- Although the use of a mask is not mandatory, it is recommended to maintain the protocol of hand washing and temperature taking, as well as compliance with health protocols in each tourist activity. - The official currency of Costa Rica is the Colon (CRC). Approximate exchange rates are:
- 1 USD = 630 CRC
- 1 Euro = 615 CRC
- Up-to-date exchange rates for multiple currencies can be found here.
- Credit cards are widely accepted by most businesses. Contact your credit card providers to let them know you are traveling and ask them if any foreign transaction fees apply.
- Plug and sockets in Costa Rica: type A and B. The standard voltage is 120 V and the standard frequency is 60 Hz.
