Today, the Council of Europe Expert Group on Action against Violence against Women and Domestic Violence (GREVIO) published its first baseline evaluation report on Spain.
The report contains a comprehensive analysis of the implementation of the provisions of the Istanbul Convention. It praises the Spanish authorities’ solid agenda of policy setting in preventing and combatting violence against women and their pioneering role by adopting in 2004 a comprehensive law on intimate partner violence incorporating a fully victim-centred approach and mindful of the gendered nature of this kind of violence.
Nevertheless, GREVIO has observed several issues where urgent improvement is warranted to reach higher levels of compliance with the requirements of the convention.
GREVIO expresses concern that comprehensive support services for victims and multi-agency co-operation in Spain have concentrated exclusively on intimate partner related violence to the detriment of other forms of violence, in particular sexual violence, forced marriage and female genital mutilation. GREVIO regrets the regional variations in the implementation of the Istanbul Convention, despite co-ordination measures taken by the Spanish authorities and notes that several important barriers exist to women’s access to a gender-sensitive asylum procedure.
