1. General Information
How to apply for a vacancy?
We receive applications submitted exclusively through the online application form for a specific vacancy and submitted before the deadline. To apply, simply click on “Apply” next to the job that interests you. You will then have the option to log in to your candidate account (if you already have one) or choose from three ways to complete the application form:
- Upload your CV from your device
- Copy and paste your CV
- Manually fill in the application form
You can upload your CV from your computer, tablet or smartphone. In order for the parsing to work at its best, we invite you to use this CV template.
If you don’t have a candidate account, you will need to create one at the end of the first page of the application form before proceeding.
Once you have completed the application form, you can review it and submit your application before the deadline (at 23:59:59 Central European Time).
How to create a candidate account?
At the end of the first page of your first application, you will be required to create a complex password in order to set up your account. The complexity of the password is required by our IT security team. In case you have issues creating the password, you might want to use a password manager that will help you generate a complex password and save it for future connections to your account.
How do I know if I meet all the requirements to apply?
We recommend you read the job vacancy carefully, as it contains all the essential details. The "Requirements to apply" and “Key competencies” outlines the qualifications required for the role. Pay special attention to the professional and technical competencies as well as the linguistic skills needed for the position.
Do I have to complete my application in one session?
You do not need to complete the entire application in one session. You can save your details and return to finish your application later by logging into your user account. Please ensure that you fill in all compulsory fields on a given page before saving and exiting the form.
We recommend that you do not wait until the last minute to submit your application.
Is there a time limit to fill out the application form?
You will be automatically disconnected from the system after 50 minutes if you did not click on a "Save" button at the bottom of the page.
Can I attach other documents to the application form?
Your application will be evaluated solely on the information provided in your application form. No additional documents will be accepted. No further information will be considered after the deadline of the vacancy notice. If your application form is incomplete, it will not be considered.
Can I send my application form in paper version or in an email?
No, all applications must be made online using this system.
I cannot submit my online application; what should I do?
There can be different explanations. Please check that:
- you have filled in all the compulsory information (indicated with an asterisk (*));
- your password complies with the requirements.
Can I edit the information in my application after having submitted my application?
Once your application has been submitted, it cannot be edited. If you need to update information related to your education or professional experience, you will have to withdraw your application and reapply. To request a withdrawal, please contact us at talents@coe.int at least 48 hours before the deadline to apply, to give us enough time to withdraw it and for you to have enough time to reapply.
Can I edit the information in my profile?
Yes, if you login to your account and go to “My Profile”, you can review and update information such as personal contact details, education, professional experience, and skills. Please note that any modifications will not affect past applications that have already been submitted.
The deadline has passed; can I still apply?
Applications can only be accepted before the deadline (in principle at 23:59:59 Central European Time).
How can I find my application(s)?
If you have already started or submitted your application, log in to your candidate account and navigate to the “Job Applications” section. There, you can view your submitted applications and resume any unsubmitted applications before the deadline.
How can I change my email address?
To change your email, log into your account, go to "My Profile" and click on “Edit” on the right side of the screen. Your updated email will apply to all your applications.
The email address I have used to apply is not valid anymore. What should I do?
You should log into your account to change your email address. You can log into your account indicating your old email address as username, even if it is not valid anymore. Modify your email address as indicated in the above question. Once you have changed your email address, you will have to log with the new email as username. In case you have forgotten your password, you will need to create a new account with a valid email address.
Can I apply for several job vacancies?
Yes, you can apply for several job vacancies.
Do I need to create a new user account for each vacancy I apply for?
No, simply connect to your profile to reapply.
What should I do if I have forgotten my password?
You should go to "Login" and click on "Forgotten your password". A new password will then be sent automatically to you by email.
In which language should I complete my application?
All applications must be completed in English or French. Applications completed in other languages will not be taken into consideration.
What does “Status” mean in Job applications tab?
In this tab, you can track all your applications and their status throughout the recruitment process:
- Draft application – Your application has been saved but not yet submitted. You can resume it before the deadline.
- Draft application expired – You did not submit your application before the deadline.
- Screening/Assessment ongoing – Your application is being reviewed, or you have been invited to an assessment.
- Rejected – Your application was not retained, either during the screening phase or the assessment phase.
- Preselected:
- External recruitment (international), Junior Professional Programmes, Turnover Workforce Scheme: you are on the Pre-selection list;
- Temporary recruitment: Your online form is stored in our database and may be consulted if a temporary vacancy for your profile becomes available and the hiring department may contact you directly, should your application be of interest;
- Traineeships: Your online form is stored in our database and may be consulted if a spot becomes available. The hiring department may contact you directly, should your application be of interest.
On which criteria will the screening be based?
The screening process will be based on the criteria outlined in the vacancy notice, including qualification level, length and relevance of professional experience, and linguistic skills. All criteria must be met by the closing date of the vacancy notice. Incomplete applications will not be considered. Applicants placed on the Preselection List will be required to submit their diplomas, along with certified translations if the originals are not in English or French. Please note that any offer of employment is subject to the submission of these documents.
I had a candidate account on the previous recruitment platform. How can I access it?
If you have applied to an external recruitment procedure since September 2024 or if you have recently been on a Preselection List, you could retrieve the last profile you applied with. You will need your login details (email) to reset your password using the following link: Reset Password.
2. Application form
How do I fill the "Education" section?
Each vacancy notice specifies a minimum education level required for the position. You should provide details of the diploma(s) that meet this requirement, along with any other relevant qualifications you may have.
For all higher education diplomas, you will need to indicate the level based on the three-tier system established by Bologna:
- 1st cycle (based on at least three years of studies): Bachelor
- 2nd cycle (based on an additional one to two years of studies): Master
- 3rd cycle (post-graduate studies of two years or more): PhD.
What should I do if some of my studies did not lead to a diploma?
If you started a diploma course but did not obtain the diploma, please indicate this in the "Education" section and select "Ongoing".
Can a third cycle diploma replace the professional experience?
A third-cycle diploma in a relevant field could, under certain conditions, replace part of the required professional experience, provided this is specific in the job vacancy.
Will I be shortlisted if I have the level of education required (or a higher level) but not in the field requested in the job vacancy?
Where possible, job vacancies mention the possibility to have a degree in a related field. If the job vacancy specifies a particular professional qualification (e.g. a law degree), a degree in another field will not be considered as fulfilling the requirements. In some cases, candidates may compensate for the lack of qualification with additional relevant experience, if this option is explicitly stated in the vacancy notice.
How do I fill the "language skills" section?
You should indicate your most proficient language, your language skill levels in the two official languages of the Council of Europe (English/French), and in certain cases, in one or several other European language(s) required for a particular post. The definitions of the language competency levels (A1, A2, B1, B2, C1, C2) used in this section correspond to the Common European Framework of Reference.
You should evaluate your linguistic skills yourself as objectively as possible. These skills might be tested through the written exams and/or during the interview. For your first language(s) (sometimes also referred to as “mother tongue(s)”), you can indicate “C2”, provided you have the required proficient level.
How do I fill the "professional experience" section?
You should enter details of all your professional experience and employment details. Please make sure that your job description is clear and comprehensive so we have a good understanding of your duties and responsibilities. The length of the professional experience required is usually mentioned in the job vacancy and will be considered as a screening criterion. This professional experience should be relevant for the job and might not be considered relevant if not recent.
