The Council of Europe project “Safeguarding Freedom of Expression and Freedom of Media in Ukraine - Phase II” (SFEM-UA - Phase II/Project), implemented within the framework of the Council of Europe Action Plan for Ukraine "Resilience, Recovery and Reconstruction" (2023-2026), announces a tender for the selection of national consultants on freedom of expression, freedom of media, and access to information in Ukraine.

The Project’s objective is to enable a pluralistic media environment in Ukraine through harmonisation of legal and policy frameworks in line with the Council of Europe, European standards. The project is implemented in three main areas:

(1) Alignment of Ukraine’s framework on media, freedom of expression and freedom of access to information with the Council of Europe, European standards;

(2) Effective implementation of the legal framework governing the protection of journalists, public broadcasting and regulatory authority in line with Council of Europe, European standards;

(3) Effective and efficient communication strategies governing a balanced media coverage and preventing information disorder.

  • Deadline for submission of tender proposals ► 26 May 2025, 18:00 CET (19:00 Kyiv time)
  • Expected start date of implementation ► 15 July 2025

Submission Guidelines

Tender proposals must be submitted exclusively by email (with attachments) to DG2.FoE.Ukraine@coe.int with the subject line Tender - N°9307/2025- 01_ Name, surname or your company name.

Proposals sent to any other email addresses will be rejected.

All questions must be submitted at least five (5) working days before the tender submission deadline and sent exclusively to DG2.FoE.Ukraine@coe.int with the subject line Questions - Tender - N°9307/2025- 01_ Name, surname or your company name.

 

Required Documents

  • A completed and signed copy of the Contract (see attached document)
  • Proof of relevant experience in the respective fields (details in the tender file)
  • Registration documents of legal entities

All documents must be submitted in English. Failure to submit documents in English will result in the exclusion of the tender proposal.

All documents must be properly completed, signed and named (file names should correspond to the content). Word and PDF format are preferred.

In the absence of any of the above-mentioned documents, the Council of Europe reserves the right to reject the tender proposal.
