In response to the growing number of cases of conflict related sexual violence in Ukraine, the Council of Europe supports Ukrainian national authorities and government agencies, civil society organisations and local NGOs with resources to support their efforts provide tailored and gender-sensitive responses to victims: :
- Working with Victims of Sexual Violence during Armed Conflict: A manual for Ukrainian mental health and emergency response professionals. This manual is based on Council of Europe standards including the Council of Europe Convention on preventing and combating violence against women and domestic violence, also known as “the Istanbul Convention”.
- Combating Violence against Women and Domestic Violence: A Practical Guide for Police officers. This resource supports a proper assessment of potential risks for violence victims and helps to take into account the specifics of questioning children who were victim to and/or witnessed violence.
These resources will soon be supplemented by a Manual for Ukrainian Prosecutors: Working with Victims of Sexual Violence During Armed Conflict, with an expected publication date of July 2024.
All publications were developed by the Council of Europe, including the project “Combating Violence against Women in Ukraine – Phase II” (COVAW II).
