20th Council of Europe HELP Annual Network Conference will be held in Strasbourg on  4-5 July

On July 4-5, the 20th Annual HELP Network Conference will be held in Strasbourg  organised under the auspices of the Lithuanian Presidency of the Committee of Ministers of the Council of Europe.

The HELP Annual Network Conference is the main gathering of the HELP Network members (Justice Training Institutions and Bar Associations) and partners such as European Judicial Training Network (EJTN), Council of Bars and Law Societies of Europe (CCBE), EU Agency for Fundamental Rights (FRA), UNHCR etc.

 It provides a forum to present the latest HELP courses developed and key HELP projects. It is also a forum for discussion on how to enhance the impact of human rights training and improve effective co-operation among all members and partners of the HELP Network.

HELP Focal and Info Points, as well as representatives of partner institutions, have been invited. It is expected that more than 150 participants from more than 50 countries will gather to discuss the trends and challenges in European training of legal professionals and achievements of the HELP Programme and will share good practices in education for better human rights protection.

The HELP Annual Conference will be held in English, French and Ukrainian and will be web streamed.

A session will be devoted to the HELP in Ukraine project and stock-taking of the initiatives, steps for the future, and national partners’ perspective.

During this session, the activities and future developments of the Project “HELP (Human Rights Education for Legal Professionals) for Ukraine including during wartime”  will be presented  by its international coordinator, Olga Kostenko.

Olesia Otradnova, Director of the Prosecutors Training Center of Ukraine and Oleksand Pyzhov, Head of Senate of CSO “Commission for Legal Education and Awareness” will present the achievements and plans  regarding adaptations of HELP courses for Ukraine. HELP courses have a constantly growing audience and raise great interest among legal professionals in Ukraine, thus Ukraine took the second place among the 46 Members States according the number of users of the HELP E-Learning Platform.

A big delegation of 27 representatives from Ukrainian universities and justice training institutions will take part in the conference. A three-day study visit devoted to HELP Programme has been organised by the Project HELP for Ukraine. 

New relevant courses developed within the project HELP for Ukraine will be presented.

Mykola Gnatovsky, Judge at the ECtHR will present the HELP course “International Humanitarian Law and Human Rights”. The course “Temporary Protection in the EU”  will be presented by Olga Kostenko. Also, the course “Deportation of children during armed conflict” which is under development will be presented Olga Poiedynok, co-author of the course, associate professor of the Department of International Law of the Institute of International Relations of the Kyiv National University of  T. Shevchenko.

The participants of the conference will also discuss the trends in European training of legal professionals, will listen to the presentations of different HELP projects and European networks of legal professionals.
