CALL FOR TENDER: Purchase of consultancy services in the area of human rights, preventing discrimination and sexual harassment in the armed forces

The Council of Europe project “Rights of Veterans and Personnel of Armed Forces in Ukraine” (hereinafter – “the Project”) is launching a Call for Tender to procure intellectual consultancy services in the field of human rights, with a specific focus on preventing discrimination and sexual harassment within the armed forces. These services are intended to provide expert support to the Ministry of Defense—one of the Project’s key partners—in the delivery of training on the prevention of discrimination and sexual harassment, as well as in the development of response algorithms for individuals affected by such incidents.

The scope of services under this tender includes, but is not limited to, the development, review, and adaptation of training modules and materials (including Council of Europe HELP courses), as well as methodological documents. Consultants will be expected to conduct training needs assessments, produce analytical reports with tailored recommendations, and create educational and awareness-raising resources such as handbooks, guidelines, posters, videos, and manuals. These materials will be tailored to both legal and non-legal professionals in accordance with Ukraine’s regulatory framework on human rights and good governance in the military. Additionally, consultants may deliver targeted training sessions, train-the-trainer programs, and contribute to workshops and seminars through lectures and presentations. While the Ministry of Defense is the primary target of these activities, the Military Law Enforcement Service of Ukraine may also be included in the training initiatives.

Expected timeline for the service provision: May 2025 – 31 January 2026.

Deadline for submission of tender proposals – 8 May 2025 14:00 EEST.

All tender proposals and supporting documents should be submitted by email only to Tenders_Veteransrights_UA@coe.int with the reference “Tender – Prevention of discrimination and sexual harassment in the armed forces” in the subject line.

You are urged to thoroughly review the relevant tender documents and duly complete them. In order to be eligible to participate in the tender, the following documents are required:

  • A completed and signed copy of the Act of Engagement (See attached);
  • A list of all owners and executive officers, for legal persons only;
  • A detailed CV (3 pages maximum), preferably in Europass Format, demonstrating clearly that the tenderer fulfils the eligibility and award criteria;
  • Up to 2 examples of training programme(s) from previous trainings on the similar topics – in Ukrainian;
  • Up to 2 examples of training materials (a few presentation slides, guides, articles, manuals, or a video recording of a training session) – in Ukrainian;
  • 1-page concept note outlining the proposed vision for the training on this topic.

All documents shall be submitted in English (except for the ones explicitly required in Ukrainian), failure to do so will result in the exclusion of the tender.
