CALL FOR TENDER – Purchase of National consultancy services on Human Rights of veterans, members of the armed forces and their families within the framework of the Project “Rights of Veterans and Personnel of Armed Forces in Ukraine”

The Council of Europe project “Rights of Veterans and Personnel of Armed Forces in Ukraine” (hereinafter – “the Project”), is launching a Call for Tender for the purchase of intellectual consultancy services in the field of of human and social rights of veterans, military personnels and their families. These services aim to offer expert assistance to key partners of the Project, including the Ombudsman Office, the Ministry of Veterans Affairs, the Ministry of Defence, the Ministry of Social Policy, the Ministry of Internal Affairs, and the Security Service of Ukraine.

This tender will encompass expert support across the following 6 (six) lots for all the project’s partners:

Lot 1: Human Rights and Good Governance in the armed forces

Lot 2: Human Rights and operational support in the armed forces

Lot 3: Human Rights education and awareness raising in the armed forces

Lot 4: Human-Rights-related psychological research and education

Lot 5: Legal proof-reading

Lot 6: Studies and surveys on human rights in the armed forces

 

The project supports a variety of activities, including the provision of policy guidance, capacity enhancement through training programs, delivery of expert advice, and methodological assistance.

Expected timeline for the service provision: July 2024 – 31 January 2026.

Deadline for submission of tender proposals – 7 July 2024 23h59 CET.

All tender proposals and supporting documents should be submitted by email only to Tenders_Veteransrights_UA@coe.int with the reference “Tender – National consultancy services: Human rights of veterans and personnel of Armed Forces Project” in the subject line.

You are urged to thoroughly review the relevant tender documents and duly complete them. In order to be eligible to participate in the tender, the following documents are required:

  • A completed and signed copy of the Act of Engagement  (See attached);
  • A detailed CV (3 pages maximum), preferably in Europass Format, demonstrating clearly that the tenderer fulfils the eligibility and/or award criteria;
  • Registration documents, for legal persons only;
  • At least two samples of relevant work produced within the previous 10 (ten) years by the tenderer under a specific Lot, one in Ukrainian and one in English (for Lot 5, both the original and reviewed/produced documents must be submitted as one sample);
  • At least two references (with position, phone number and email of reference persons).

All documents shall be submitted in English, except scanned copies of registration documents to be provided in Ukrainian, failure to do so will result in the exclusion of the tender.
