Council of Europe support to strengthen good democratic governance and resilience in Ukraine was presented to the Parliamentary Committee

On 4 September 2024 the results of the ongoing Council of Europe Programme "Strengthening Good Democratic Governance and Resilience in Ukraine" were presented to the specialised Parliamentary Committee on Local Self-Government, which is a main Programme’s national partner.

Namely, Head of the Subcommittee on Administrative and Territorial Structure and Local Self-Government Vitaliy Bezgin and Manager of the Programme Olga Shevchuk praised the long-standing and fruitful co-operation between the Committee and programmes of the Centre of Expertise for Multilevel Governance in Ukraine. They highlighted the joint work within the Programme "Strengthening Good Democratic Governance and Resilience in Ukraine" in 2023-2024:

  • continuation of the High-Level Dialogue on Good Democratic Governance (currently focusing on the strategic vision of the multilevel governance system, recovery of local self-government, transition from military to civilian administration, division of powers between the State and local authorities),
  • reform of local State administrations and introduction of legality supervision over local authorities’ acts (draft law #4298),
  • preparation for implementation of the new Law on local public service and training needs analysis for local officials and councillors at different levels,
  • inter-municipal co-operation,
  • development of metropolitan governance and piloting specific initiatives.

The Council of Europe through the Programme "Strengthening Good Democratic Governance and Resilience in Ukraine" will continue supporting Ukraine's reforms on multilevel governance in accordance with the European Charter of Local Self-Government and other Council of Europe standards, in partnership with the Parliament of Ukraine and other stakeholders.
