Final conference on grants implementation in Ukraine

On 20 November 2017 in Kyiv the final conference on grants implementation within the Council of Europe Programme “Decentralisation and Territorial Consolidation in Ukraine” took place.

During the event the results of 17 projects implemented in July – November 2017 by the three partner organisations – Association of Amalgamated Communities, Charity Foundation CCC Creative Center and Public Association “Association of Rural Development” – were presented and discussed. Through these projects the local initiatives designed to support amalgamation and inter-municipal co-operation, improve and ensure the sustainability of municipal services offered to citizens, promote mechanisms in order to better align communities’ (local self-government authorities of basic level) behaviour with environmental sustainability and long-term public interest and to develop innovations were funded. The projects’ total budget amounted to app. 6.8 million UAH (equivalent of 230 000 euros). Most of the projects were implemented in amalgamated communities of Ukraine (in the course of the reform in 2015-2017 about 28% of all local councils merged into amalgamated communities), some on IMC conditions and focused on the following themes:

  • improvement of social services delivery at local level (6 projects),
  • voluntary firefighters’ brigades (6 projects),
  • development of communities strategic development plans (3 projects),
  • water supply in rural areas (1 project), and
  • administrative services delivery (1 project).

About 60 participants – first of all mayors and local authorities’ representatives of partner communities as well as the national counterparts (line Parliamentary Committee, Minregion) took part in the event and exchanged their experiences in grants implementation, lessons learnt and vision on further possible actions.
