Guidance on Istanbul Convention's Non-Discrimination Clause Now Available in Ukrainian

A collection of papers on implementing the Istanbul Convention without discrimination has been translated into Ukrainian.

The publication, “Ensuring the non-discriminatory implementation of measures against violence against women and domestic violence: Article 4, paragraph 3, of the Istanbul Convention” offers guidance on the obligation that all measures, in particular those to protect the rights of victims, be secured without discrimination on any grounds.

This paper on non-discrimination emphasises a need to secure victims’ rights for women in all of their diversity, regardless of factors including age, disability, ethnicity, sexual orientation or other potential grounds of discrimination. It recognises that women facing intersectional discrimination often encounter additional barriers to accessing protection, support, and justice.

Highlighting promising national practices, this publication advises policymakers, and professionals, including the justice, law enforcement, psycho-social, and medical sectors, how to respond to women’s specific needs and to reduce barriers in seeking help, support, and justice. All measures should ensure women’s participation in their design and implementation.

The paper concludes with a practical checklist to counter discrimination in all measures aimed at combating violence against women and domestic violence.

To support the implementation of the Istanbul Convention in Ukraine, the resource has been translated into Ukrainian under the Council of Europe project “Combating violence against women in Ukraine – Phase II” (COVAW-II).
