On 9 April 2025 the Head of the Council of Europe Office in Ukraine Maciej Janczak met with representatives of the Mohyla Strategic Agency to discuss the development of youth of Ukraine during the war and in the post-war period.
The Head of the Council of Europe Office in Ukraine emphasized support for Ukraine, in particular within the framework of the Council of Europe Action Plan for Ukraine “Resilience, Recovery and Reconstruction” for 2023-2026. He also emphasized the role of the Reykjavik Declaration, adopted during the 4th Summit of Heads of State and Government of the Council of Europe, which calls for the inclusion of “a youth perspective in intergovernmental and other discussions of the Organization”. It states that youth participation in decision-making processes increases the effectiveness of public policy and strengthens democratic institutions through open dialogue.
The team of the Mohyla Strategic Agency presented the Youth Development System of Ukraine during the war and post-war recovery. This system was developed in 2024 in co-operation with the Ministry of Youth and Sports of Ukraine, the Council on Youth Affairs under the President of Ukraine with the support of the Foundation “Partnership for a Strong Ukraine”.
The contribution of the Council of Europe to strengthening youth policy and youth work at the local, regional and national levels was also discussed. In particular, the implementation of the projects “Youth for Democracy in Ukraine”, “Support for implementing European standardsrelating to anti-discrimination and rights of national minorities in Ukraine”, ”Protecting the Rights of Ukrainian Children during and in post-war period context”, “Strengthening Multi-Level Governance and Local Democracy to Support Recovery of Ukraine” and “CyberEast - Enhanced Action on Cybercrime for Cyber Resilience in the Eastern Partnership states” were discussed.
