The Council of Europe project “Youth for Democracy in Ukraine: Phase III” in co-operation with the Ministry of Youth and Sports of Ukraine and the Ukrainian Association of Youth Councils invites teachers (trainers) of the providers of the National Agency of Ukraine on Civil Service (NAUCS) to participate in the educational and practical programme “Participatory Youth Policy”.
The programme will be implemented in November 2023 - May 2024 with the aim of increasing the professional competences of teachers (trainers) of the providers of NAUCS to implement a training programme for civil servants and officials of local self-government to ensure the participation of young people in the formation and implementation of youth policy, taking into account standards and approaches of the Council of Europe, based on the approved short-term training programme “Participatory Youth Policy”.
The objective of the Programme is:
- Exploring of the topic “Participatory Youth Policy” in meeting representatives of the Ministry of Youth and Sports of Ukraine, the Council of Europe, the Ukrainian Association of Youth Councils, the All-Ukrainian Youth Centre and others.
- Acquaintance with the standards, approaches and educational resources of the Council of Europe in the field of youth policy.
- Study of manual content of the model programme “Participatory Youth Policy”.
- Exchange of practices of conducting professional development courses between teachers.
- Discussion of specific aspects of conducting educational activities in online, offline and mixed formats.
- Improving the training competencies of teachers.
- Implementation of the programme “Participatory Youth Policy” in the activities of the providers of professional development courses.

The training for trainers is scheduled from 27 November to 01 December 2023 (the venue will be notified to the selected participants).

To start programme implementation in 2023, within the framework of the “Participatory Youth Policy” component, the Council of Europe project “Youth for Democracy in Ukraine: Phase III” envisages the creation of a training manual and a training for trainers. In 2024, it is planned to provide mentoring and expert support to the trainers’ team in the preparation and implementation of the training programmes at the regional and local levels; conducting trainings by trainers at the local and regional level; consolidation meeting on the evaluation of the training programmes implementation.
The project “Youth for Democracy in Ukraine: Phase III" emphasizes the importance of the Council of Europe Youth Sector Strategy until 2030 and reflects the National Strategy of State Youth Policy until 2030, the State Target Social Program “Youth of Ukraine” 2021-2025.
The project will encourage interested stakeholders of youth policy in Ukraine to implement and disseminate the Recommendations of the Committee of Ministers to member states: on the access of youth from disadvantaged neighbourhoods to social rights, CM/Rec(2015)3; on young people's access to rights, CM/Rec(2016)7; on youth work, CM/Rec(2017)4; on Roma youth participation CM/Rec(2023)4; on protecting youth civil society and young people, and supporting their participation in democratic processes CM/Rec(2022)6.
