Meeting of the working group of electoral legislation reform in Ukraine

The working group on reform of electoral legislation in Ukraine held a meeting in Strasbourg on June 22-23. The Ukrainian delegation visited Strasbourg at the invitation of the Venice Commission of the Council of Europe. It included MPs - representatives of all factions of the Ukrainian Parliament, representatives of the expert community and NGOs. During the visit members of the working group together with the experts of the Venice Commission of the Council of Europe discussed the prospects of changing electoral legislation in Ukraine, the establishing of adequate electoral system, regulation of the media during the election process and possible measures aimed at combating abuse of administrative resources.

The working group members found that the majoritarian electoral system was not adapted to Ukrainian realities as the risk of corruption was too important. It poses a threat to the expression of the free will of citizens. The group decided to focus on proportional electoral systems. During the meeting, members of the group agreed on an action plan aimed at promoting election reform in Ukraine.
