During the Lviv Self-Government Forum, the leaders of territorial communities of Lviv and nearby territorial communities signed a joint Memorandum on cooperation and creation of the association of local authorities "Lviv Agglomeration".

Therefore, the creation of the Lviv agglomeration has actually started.

The signing of the memorandum was preceded by a long preparation process, to which the Council of Europe’s Centre of Expertise for Good Governance and its programs “Enhancing decentralisation and public administration reform in Ukraine” and “Strengthening Good Democratic Governance and Resilience in Ukraine” were involved.
