Back Ongoing development of war crimes investigation management system for the National Police of Ukraine

With support of the Council of Europe, Main Investigative Department and Department of War Crimes Investigation of the National Police of Ukraine (NPU) continue to work on creating a strategic model of management of war crimes investigation. As part of this process, on 10 September2024, the second working session was held in Kyiv with participation of the Council of Europe expert Volodymyr Pavelko.

Having considered in first session possible concepts and models of management of war crimes investigation systems, as well as challenges and context of investigation of such crimes in Ukraine, this time participants proceeded to work directly with the system and suprasystem. The work will be completed by the end of the year, and result into the model of war crimes investigation management of within the NPU, which will increase effectiveness and improve management of processes.

Representatives of leadership of the Main Investigative Department and Department of War Crimes Investigation of NPU focused on architecture of management of war crimes investigation system, its vision, mission, principles, strategic goals and priorities, and also began modelling such a system. Special attention was paid to establishment of interrelationships in such a system, considering significant number of other stakeholders of strategic action within the system and suprasystem.

The activity is a part of the Council of Europe Project “Strengthening Ukrainian Law Enforcement Agencies During War and Post-War Period”.
