A comprehensive guidance document for working with perpetrators of violence against women is now available in Ukrainian, intended for use by policymakers, service providers and other practitioners. The Council of Europe publication entitled Guidance for safe and effective perpetrator programmes” is a comparative study providing essential guidance and recommendations for the design and implementation of such programmes.

Drawn from existing programmes for perpetrators of domestic and sexual violence in Council of Europe member states, the guidance offers establishes quality standards drawn from the provisions of the the Convention on preventing and combating violence against women and domestic violence (Istanbul Convention). It responds to the 2022 Dublin Declaration on the prevention of domestic, sexual and gender-based violence and provides practical implementation steps for Article 16 of the Istanbul Convention.

The publication was translated under the Council of Europe project “Combating Violence against Women in Ukraine – Phase II” (COVAW-II).
