Summer School “Internal displacement in Ukraine: from challenges to actions”

13-16 August 2019 the Council of Europe Project “Internal Displacement in Ukraine: Building Solutions” in the framework of cooperation with the Ministry of temporary occupied territories and internally displaced persons of Ukraine held a Summer School for organizations and institutions dealing with the issues of internal displacement at local and national levels “Internal displacement in Ukraine: from challenges to actions”.

The event took place in Yaremche, Ivano-Frankivsk region and brought together more than 50 experts from different regions of Ukraine as well as Bosnia and Herzegovina, Georgia and France.

The Summer School aimed at creating a space for common learning, sharing experience and networking in order to enhance capacities of the representatives of public authorities and NGOs in ensuring the human rights of IDPs.

Participants representing displaced judiciary and lawyers, public authorities both at national and local levels, non-governmental organizations, social services, educational and research institutions took part in the activity.

Intensive three-and-half days agenda of the School included inputs from international and national experts, networking activities and thematic workshops.  

As a central pillar, 5-years dynamics of the challenges IDPs face in Ukraine has been discussed through the prism of the Council of Europe Standards and the following problematic areas: social rights and pension payments for IDPs, housing rights of IDPs and compensation for destroyed housing.

During thematic workshops participants shared good practices of local integration, they learned about the practice of national courts and the case-law of the European Court of Human Rights on IDPs. They discussed the tools to combat discrimination, practiced methods to support internal resources for preventing of burnouts, discovered the tips for building communication and work with media.

As a result of the Summer school participants elaborated 14 key messages of national policies with the purpose to strengthen the human rights protection of IDPs Ukraine.

The messages will be transferred to decision-makers and representatives of the Government at national level.
