In accordance with the decision of the Joint Youth Council of the Council of Europe of 12 October 2022, the European Youth Foundation (EYF) has launched a special call to support young people from Ukraine. This initiative responds to the contemporary needs expressed by the Ukrainian authorities and youth stakeholders.
At 20 October 2023, there were 21 projects awarded. In addition, in May 2023, the Programming Committee on Youth decided to extend the call and allow applications for both pilot activity grants and international activity grants. The special call includes two types of grants available:
- Pilot Activity Grants (up to €15000)
- Grants for international activities (up to €25000)
Support for projects has been extended to 2024. Projects can be submitted at any time before funds are exhausted.

The project "Youth for Democracy in Ukraine: Phase III" is implemented within the framework of the Council of Europe Action Plan for Ukraine 2023-2026 and is based on the results and experience of the projects "Youth for Democracy in Ukraine" in 2020-2022. The project will expand the systematic impact by strengthening youth participation policies and strengthening youth work during the war and in the post-war context, taking into account the specific needs of young people.
