Tender for purchase of services for the implementation of  information campaign on the National Preventive Mechanism (NPM)

The Joint EU/Council of Europe Project “European Union and Council of Europe working together to strengthen operational capacity of the Ombudsperson to protect human rights” is launching a tender procedure for purchase of services regarding the promotion of the National Preventive Mechanism (NPM) mission according to the NPM Communication Strategy of the Ombudsman’s Office in Ukraine.

Deadline for tenders’ submission is 24 February 2022.

Tenders shall be submitted by email only (with attachments) to the email address) dgi-coordination@coe.int with the following reference in subject: Tender 4757/2022/46_Name of your company. Tenders addressed to another email address will be rejected.

The Project is launching a tender procedure to purchase consultancy services on promotion of the National Preventive Mechanism mission based on the Communication Strategy of the Ombudsman’s Office to be carried out in the framework of the Joint EU/Council of Europe Project “European Union and Council of Europe working together to strengthen the Ombudsperson capacity to protect human rights”.

The contracted Provider will implement the information campaign via dissemination/placement of the informative posters on the NPM mission in predesignated places in public transport in particular metro and interregional trains. The contracted Provider will print out promo materials - 5 types of informative posters and organize their placement in the central metro stations of 3 cities of Ukraine (Kyiv, Kharkiv and Dnipro) and Intercity trains on two directions (Kyiv - Kharkiv, Kyiv – Zaporizhzhia). The posters will be placed in the lightboxes of the metro stations and information desks of the intercity trains.

Together with an outdoor offline campaign it will also have to develop and implement a range of digital activities and  interventions to support the campaign online.

Implementation period: February – March 2022

NB!!! The Project is VAT exempted in Ukraine as the Joint project of the European Union and the Council of Europe registered at the Ministry of Economy of Ukraine on the basis of Cabinet of Ministers of Ukraine’s Decree “On the unified system of the use and monitoring of international technical assistance” n.153 approved on 15.02.2002. Services to be provided under this Act of Engagement will be invoiced VAT excluded unless the Council requests otherwise.

  1. ASSESSMENT

Exclusion criteria and absence of conflict of interests (See declaration in Appendix I)

Tenderers shall be excluded from participating in the tender procedure if they:

  • have been sentenced by final judgment on one or more of the following charges: participation in a criminal organisation, corruption, fraud, money laundering, terrorist financing, terrorist offences or offences linked to terrorist activities, child labour or trafficking in human beings;
  • are in a situation of bankruptcy, liquidation, termination of activity, insolvency or arrangement with creditors or any like situation arising from a procedure of the same kind, or are subject to a procedure of the same kind;
  • have received a judgment with res judicata force, finding an offence that affects their professional integrity or serious professional misconduct;
  • do not comply with their obligations as regards payment of social security contributions, taxes and dues, according to the statutory provisions of their country of incorporation, establishment or residence;
  • are an entity created to circumvent tax, social or other legal obligations (empty shell company), have ever created or are in the process of creation of such an entity;
  • have been involved in mismanagement of the Council of Europe funds or public funds;
  • are or appear to be in a situation of conflict of interest
  • are or if their owner(s) or executive officer(s), in the case of legal persons, are included in the lists of persons or entities subject to restrictive measures applied by the European Union (available at www.sanctionsmap.eu).

Eligibility criteria

  • Legal person except consortia with an appropriate type of economic activity;
  • At least 3 years of proven experience in the sphere of PR and communication (PR campaigns, production and placement of the information materials and SMM);
  • Operational capacities in terms of technical and human resources of the company required for implementation of the information campaign including those related to the social advertisement.

Award criteria

  • Quality of the offer (60%), including:
  • detailed implementation plan of the outdoor information campaign with detailed description of locations, time period of placement (confirmed), total number of posters to be printed, sequence of posters to be placed, etc; 45% 
  • detailed implementation plan of digital activities to support NPM information campaign online; 15%
  • Financial offer (40%)

DOCUMENTS TO BE PROVIDED:

1)  A completed and signed declaration on exclusion criteria (see Appendix I of the Tender File)

  1. A quote, describing financial offer, in line with the requirements of Section B of the Tender File;
  2. Registration documents (scanned copies of originals in Ukrainian) and documents proving the ability to carry out an appropriate type of economic activity;
  3. A list of all owners and executive officers, for legal persons only;
  4. List of at least three samples of/links to previously developed and implemented communication/information campaigns for the public institutions covering the socially important topics, as well as plans and methods of their implementation.
  5. Presentation or company’s portfolio, describing in details operational capacities  in terms of human resources able to efficiently implement the assigned task;
  6. Detailed implementation plan covering:
  • Outdoor information campaign with placement of informative posters in public transport and interregional trains;
  • Online supporting activities for the outdoor campaign (press release, advertising, social media promotion).

All documents except registration documents and list of owners shall be submitted in English, failure to do so will result in the exclusion of the tender. If any of the documents listed above are missing, the Council of Europe reserves the right to reject the tender.

The Council reserves the right to reject a tender if the scanned documents are of such a quality that the documents cannot be read once printed.
