The Council of Europe Project "Facilitating Access to Human Rights and Essential Services for Internally Displaced Persons and Returnees at the Community Level", currently being implemented within the framework of the Council of Europe Action Plan for Ukraine "Resilience, Recovery and Reconstruction" for 2023-2026, announces the call for applications under the tender procedure for the printing and delivery of educational and informational posters on resilience and recovery for national and local partners.

The deadline for submission of tender proposals is March 20, 2025 at 23:59 (Kyiv time).
Tender proposals are accepted exclusively by e-mail (with attachments) to the e-mail address albina.bykovtseva@coe.int with the subject: Tender – 9154/2025/03.
Tender proposals sent to another email address will not be considered.
All questions regarding the tender must be submitted 5 working days before the deadline for submission of applications by 23:59 (Kyiv time) and must be sent exclusively to the albina.bykovtseva@coe.int email address with the subject: Questions - 9154/2025/03.
Documents to be submitted to participate in the tender:
- A completed and signed copy of the Act of Engagement;
- Registration documents (scanned copies of registration documents certifying the type of economic activity of the tender participant);
- A brief description of the company's experience in providing publishing services;
- Samples of previously printed publications and graphic materials (books / manuals / posters / other printed products), etc.;
- List of all owners and executive officers (only for legal entities);
- Financial proposal in accordance with the requirements of Section C of the Tender File (for tender participants who are VAT payers).
All documents must be submitted in English, except for copies of the company's registration documents.
All documents must be filled out, signed, scanned in full (i.e. with all pages). It is recommended that you provide scanned documents in PDF format.
If any of the documents listed above are missing, the Council of Europe has the right to reject the tender offer.
