The Annual Conference of the Council of Europe Human Rights Education for Legal Professionals Network will be held on 6-7 July 2023

This year's Annual HELP Network Conference, organised under the auspices of the Latvian Presidency of the Committee of Ministers of the Council of Europe, is the main gathering of the HELP Network members and partners. It provides a forum to present the latest HELP courses developed and key HELP projects. It is also a forum for discussion on how to enhance the impact of human rights training and improve effective co-operation among all members and partners of the HELP Network.

In 2023, the HELP Network Conference will be held mainly in person in Strasbourg. HELP Focal and Info Points, as well as representatives of partner institutions, have been invited. More than 125 participants from 49 countries will gather to discuss the trends and challenges in European training of legal professionals and achievements of the HELP Programme and will share good practices in education for better human rights protection.

The HELP Annual Conference will be held in English and French and will be web streamed.

A session will be devoted to the Council of Europe’s HELP response to the Russian aggression in Ukraine. The speakers will take stock of the initiatives undertaken in the area of legal education and will present the prospects for the future.

During this session, the activities and future developments of the Project “HELP (Human Rights Education for Legal Professionals) for Ukraine including during wartime” will be presented  by its international coordinator, Olga Kostenko,

Olesia Otradnova, Director of the Prosecutors Training Center of Ukraine and Nataliia Aliushyna, Head of the National Agency of Ukraine on Civil Service will present the perspective of their institutions and relevant adaptations of HELP courses for Ukraine.

HELP courses have a constantly growing audience and raise great interest among legal professionals in Ukraine.

The participants of the conference will also discuss the trends in European training of legal professionals, will listen to the presentations of different HELP projects and European networks of legal professionals. A special attention will be given to the results of the Reykjavik Summit which will be presented by the President of the European Court of Human Rights, Judge Siofra O’Leary.

Mykola Gnatovsky, Judge at the EctHR will present the HELP course on International Humanitarian Law and Human Rights  which is being developed and is expected to be finalised in 2023.

The conference will also elect a new HELP Consultative Board.
