The Council of Europe continues to join efforts to encourage modern human resources management in public authorities in Ukraine

On 6 March 2020 the Memorandum of Co-operation was signed at the National Agency of Ukraine on Civil Service (NAUCS) between the NAUCS, the Association of Amalgamated Territorial Communities and the Center of Expertise for Good Governance of the Council of Europe.

The Parties will join efforts and intensify co-operation to improve conditions of service in local self-government and professional development of local elected and appointed officials, including human resources management sphere, particularly:

  • facilitate initiatives to improve the conditions of service in local self-government and the professional development of local elected and appointed officials, including human resources management sphere;
  • co-operate to assist local self-government bodies in the development of the human resources management policies and improvement of the conditions of service, including through informational and training activities, consultations to strengthen the institutional capacity of local self-government and professional development of their local elected and appointed officials;
  • provide advice and expert support, taking into account the capabilities of the Center of Expertise for Good Governance, its Programme “Decentralisation and Local Government Reform in Ukraine” and  tools on Good Governance.
