The Council of Europe developed a module of labor market interactive analytics for the Ministry of Economy of Ukraine

During April-June 2024, in the framework of the Council of Europe project  "Enhanced social protection in Ukraine" national experts developed for the Ministry of Economy of Ukraine an analytical system of key labor market indicators in the form of interactive dashboards. 

"As of now, access to statistical information from official sources, such as the State Statistics Service, is limited due to the war. It concerns labor market indicators. This creates a gap in terms of getting official information, and poses a number of challenges for developing relevant state policies, including the risks of manipulations. The developed module of interactive analytics addresses those challenges by ensuring real-time data collection and processing. It enhances transparency and quality of decision-making regarding labor market and employment policies at all levels," commented Tetiana Berezhna, Deputy Minister of Economy of Ukraine, on the development of the dashboards.

"The European Social Charter places significant emphasis on labor rights. It protects the right to work, the right to fair, safe, and healthy working conditions, the right to fair remuneration, and the right to equal opportunities and equal treatment in matters of employment and occupation without discrimination on the grounds of sex etc. The module of  interactive analytics, developed at the request of the Ministry of Economy of Ukraine, will provide up-to-date information on the key indicators of Ukraine's national labor market, thus contributing to the development and implementation of higher quality state policies in this area," noted Iryna Ostapa, Senior Officer of the Council of Europe project "Enhanced social protection in Ukraine."

New module of interactive analytics will help to track labor market trends, identify key problems, and promptly respond to changes. This is particularly important in wartime, when the labor market situation can rapidly change. Additionally, access to current and reliable data helps to ensure a fairer distribution of resources and support to the most vulnerable groups, which is an important aspect of social protection in Ukraine.

The Council of Europe project "Enhanced social protection in Ukraine" is implemented within the Council of Europe Action Plan for Ukraine "Resilience, Recovery, Reconstruction" for 2023-2026. It aims to ensure that persons from vulnerable groups, in particular, the population affected by the war, enjoy a higher level of social rights and social protection.
