Back The HELP course on Right to Liberty and Security launched for Ukrainian judges

On 1 November 2021, the Council of Europe, in cooperation with the National School of Judges of Ukraine (NSJ) launched for the second time the HELP course on Right to Liberty and Security in Ukraine (Article 5 of the European Convention of Human Rights (ECHR)). The course was launched for investigative judges who work all over Ukraine and deal with application of Art. 5 in their daily professional activities.

Tetyana Sokolan, Senior Project Officer of the Council of Europe Project “Human Rights Compliant Criminal Justice System in Ukraine”, explained the purpose of the HELP course on Article 5 of the ECHR, underlined the importance of its adaptation to national context and thanked NSJ, HELP colleagues, the course tutor and the participants for their interest and cooperation. 

Tamara Zakrevska, deputy head of the Department for Training of Trainers of the NSJ, highlighted the importance of cooperation with the Council of Europe regarding organisation and adaptation of this HELP course. She wished everyone good luck, recommended to take an active part in the discussions and encouraged participants to interact with tutor. Ms Zakrevska noted that HELP platform is a unique opportunity for practicing judges to combine work with studies.  

Krystyna Khokhlova, HELP Project Coordinator based in Strasbourg, gave a general overview of the HELP online platform and presented to the participants the opportunities this Platform offers. She invited everyone to take part in various courses offered on the Platform.  

Pavlo Parkhomenko, the tutor of the HELP course on Right to Liberty and Security, introduced the main topics of the course as well as guided the participants through the course online tools and explained how to use them.

The HELP course on Right to Liberty and Security has been developed under the European Programme for Human Rights Education for Legal Professionals (HELP; www.coe.int/help) of the Council of Europe, by using the HELP methodology (http://www.coe.int/en/web/help/help-training-methodology). It consists of the following modules:

  1. Introduction
  2. Scope of application of Article 5 and lawfulness
  3. Justifications in Article 5
  4. Case study

It is freely accessible on the HELP online platform in English, Azerbaijani and Romanian.

The launching event for the course in Ukraine was organised within the framework of the Council of Europe Project “Human rights compliant criminal justice system in Ukraine”, which is part of the Council of Europe Action Plan for Ukraine 2018-2022.
