The training was conducted in order to strengthen the professional competences of teachers (trainers) to implement a model general short-term training programme “Participatory Youth Policy”. During the training, the participants worked out the content of the training manual and made appropriate changes, corrections and additions, which were taken into account in this edition of the training manual.

The National Agency of Ukraine on Civil Service recommends providers to develop general programmes to strengthen the professional competences of civil servants and local self-government officials on participatory youth policy, based on the approved model programme.

Training Manual will be useful to providers within the framework of the implementation of trainings for civil servants and local self-government officials according to the model general short-term training programme “Participatory Youth Policy”. The training manual contains informational texts, a description of the training programme, and relevant lessons. It may be used as a self-study and as a basis for development of new lectures and topics. In addition, a training programme may be used as a designer and adapted to the needs of the audience, format and available time. The main information on relevant topics is briefly outlined in the informational texts of the training manual. For an in-depth approach, it is recommended to use specified additional literature. Each lessons description has an explanation of the prerequisites and possible further actions.
