Back Two-day training "Strategic thinking and strategic planning following the mandate of the Commissioner for Human Rights regarding the protection of personal data" took place

On June 17-18, 2024, 25 employees of the Information Compliance Monitoring Department of the Secretariat of the Ukrainian Parliament Commissioner for Human Rights participated in a two-day in-person training on strategic planning, which took place in Kyiv on the initiative of the Council of Europe Project "Supporting Implementation of the European Human Rights Standards in Ukraine".

The training aimed to familiarise the participants with the basics of strategy development for the implementation of the Commissioner's mandate regarding the protection of personal data. It also aimed to help them develop a basic understanding of the fundamentals of strategy development activities in information rights protection.

The participants were introduced to the basics of strategic thinking and strategy development. They worked on several case studies, which helped them identify approaches and tools for strategy development and their application in planning the department's work. Practical exercises included using the SWOT analysis tool in the work of the Information Compliance Monitoring Department.

Discussions were held to identify issues and find solutions, as well as to discuss risks in the department's work planning. The training helped participants gain a better understanding of strategy development to meet the Commissioner's requirements for personal data protection. They also learned how to use essential strategy development tools and apply them to their daily responsibilities, meeting their expectations. As a result of the training, a vision of a two-year strategy for the Information Compliance Monitoring Department was formulated, along with a completed risk analysis for their implementation.

The trainer is Oleksandra Baklanova. She is a national consultant for the Council of Europe and an expert in strategy and change management with over 20 years of experience. She is also a lecturer at the Ukrainian Catholic University, a managing partner at pro.mova, and a co-founder of the Frontier Institute. Additionally, she is a member of the Nestor Group and a Denton Transatlantic fellow at the Center for European Policy Analysis (CEPA) in Washington, D.C. Oleksandra Baklanova specialises in complex projects that require interdisciplinary competencies, and her strategic work involves facilitation and strategic consulting.

The Council of Europe project "Supporting Implementation of the European Human Rights Standards in Ukraine" is aimed at supporting the effective implementation of European human rights standards, combating ill-treatment and rehabilitation of torture victims, strengthening the operational capacity of the Ombudsperson’s Office, as well as supporting the protection of the right to privacy and personal data.
