The Council of Europe Programme “Decentralisation and local government reform in Ukraine” is looking for Providers for provision of legal and policy advice in the field of public administration, local government and decentralisation reform.

Information about the Programme and details on tender procedure and assesssment criteria are in the enclosed Tender file / terms of reference.

You are encouraged to apply and submit the following documents by e-mail to decentralisation.ua@coe.int by 20 January 2020, 10:00 (Kyiv time):

• 1. A completed and signed copy of the Act of Engagement (in English, see attached);
  2. A detailed CV in English and Ukrainan, demonstrating clearly that the tenderer fulfils the eligibility criteria;
  3. A motivation letter in English and Ukrainian;
  4. At least one sample of the previous work (in Ukrainian, relevant deliverables / links to publications etc.);
  5. Registration documents, for legal persons only (a copy in the Ukrainian language);
  6. 3 (three) referees’ contact details.

Please note that all the documents shall be submitted in English and/or Ukrainian languages as indicated above, failure to do so will result in the exclusion of the tender. Other supporting documents can be provided in English or Ukrainian.

If any of the documents listed above are missing, the Council of Europe reserves the right to reject the tender.

The Council reserves the right to reject a tender if the scanned documents are of such a quality that the documents cannot be read once printed.
