On 28-30 September 2018, in Odessa in cooperation with NGO "Right to Protection" (R2P), the Council of Europe Project “Internal Displacement in Ukraine: Building Solutions” organized a workshop on national challenges related to internally displaced persons.
The activity aimed to further improve the application of Council of Europe standards in Ukraine. It provided a space to thoroughly analyze case-law of the European Court of Human Rights in the field of IDPs protection.
Among the issues discussed there were protection of internally displaced persons under the European Convention on Human Rights; role and function of the European court of human rights; human rights obligations of a state in situations of occupation: issues of jurisdiction and effective control; procedural issues of applying to the ECtHR; property rights, social payments and pensions in the case-law of European Court of Human Rights.
Participants have a possibility to exchange the challenges of national protection of IDPs’ rights in line with Council of Europe Standards.
Around 50 lawyers working for the “Right to Protection” and representatives of NGO “Donbas SOS” from different regions of Ukraine and provide a wide range of free legal aid to IDPs and other groups of conflict-affected population in Ukraine took part in the activity.
