At the request of the High Council of Justice, the Council of Europe Project “Further support for the execution by Ukraine of judgments in respect of Article 6 of the European Convention on Human Rights” engaged international and national experts to conduct the analysis of the 2019 Annual Report in the context of its compliance with the Council of Europe standards and the previously prepared Guidelines on the preparation of the annual reports by the High Council of Justice. The analytical documents also contain recommendations as to the measures necessary to take in order to strengthen judicial independence.
The Publication of the Annual Report 2019 of the High Council of Justice “On Ensuring Judicial Independence in Ukraine” (abridged version) along with conclusions of the Council of Europe experts, Diana Kovatcheva and Iryna Kushnir, is available here.
The Project is funded by the Human Rights Trust Fund and implemented by the Justice and Legal Co-operation Department of the Council of Europe.
