Exchange of professional experience between the Ukrainian and Moldovan National Preventive Mechanisms

The Ukrainian National Preventive Mechanism (NPM) conducted an insightful exchange study visit to the Republic of Moldova, aimed at enhancing bilateral cooperation and sharing best practices in the field of human rights and preventive mechanisms. The visit, which took place from 22 to 25 July 2024 marks a significant step towards strengthening regional collaboration in upholding human rights and preventing torture and ill-treatment.

During the visit, the Ukrainian NPM engaged in a series of productive meetings and on-site coaching, where they exchanged experience, practices and lessons learnt with the Moldovan NPM. The Moldovan hosts, including representatives from the Ombudsperson’s Institution and members of the NPM, warmly welcomed the Ukrainian counterparts and facilitated a comprehensive exchange of knowledge and experiences. 

To gain practical insights, the Ukrainian and the Moldovan NPM conducted an on-site coaching session in the Goian Juvenile Detention Center. This session allowed the Ukrainian team to observe firsthand the conditions and treatment of minors detained in the detention center, and to compare them with practices in Ukraine. The coaching session also focused on the specific nature of the violations identified within the preventive monitoring visits and identification of potential solutions to common challenges in line with the best international NPM practices.

Both NPMs shared successful strategies and initiatives implemented in their respective countries to prevent torture and ill-treatment. This exchange of best practices is expected to inspire new approaches and enhance the effectiveness of NPM operations in both Ukraine and the Republic of Moldova.

The members of both NPMs highlighted the importance of such exchanges and international cooperation in the field of human rights. The successful conclusion of this visit sets a positive precedent for future collaborations and reinforces the commitment of both Ukraine and the Republic of Moldova in the implementation of international standards for the eradication of torture, including through the National Preventive Mechanisms.


The exchange study visit has been organised within the Council of Europe Projects “Supporting Implementation of the European Human Rights Standards in Ukraine” and “Strengthening the Human Rights Compliant Criminal Justice System in the Republic of Moldova”.
