On 11 June, the Dialogue Group on Transnational Procedures and Cooperation set up in the framework of the Council of Europe Consultation Group on the Children of Ukraine (CGU) held its second meeting. The Group discussed inter alia, the adoption of Ukrainian children residing in Council of Europe member states following Russia’s war of aggression against Ukraine. An Information note is being prepared outlining existing laws and standards indicating that, in principle, adoption should not be considered during an emergency situation or for the necessary time following that. The note will also provide practical guidance on how to prioritise the best interests of children and will be made available in due course.
