In September 2016, UN member states decided to conclude a Global Compact on Refugees and a Global Compact for Safe, Orderly and Regular Migration. The Council of Europe followed developments closely and participated in the 2017 consultation phase and in drafting. Negotiations on the texts began in 2018 with the publication of drafts of both Compacts. The Council of Europe has submitted written comments on both the Global Compact for Migration and the Global Compact on Refugees.
