The Project Team members met for the first time to initiate and discuss the way forward for the typologies project “Proceeds and conflict”. Led by Ukraine, the project aims at identifying ML trends and typologies connected to military conflicts, and sharing good practices and potential risk mitigation actions. The project will look into scenarios pre, during and post military conflicts that fuel financial crime, and into illegitimate methods of financing conflicts. Among others this will involve an analysis of the use of crowdfunding, virtual assets, online payment systems and trans-shipment of dual use goods to generate funds or assets to sustain conflicts. Sanctions evasion schemes such as the concealment or disguise of entity ownership, corruption, fraud and misappropriation that may arise in post conflict scenarios will be also considered.
The project team composed of representatives of Crown Dependency of Jersey, Lithuania and Republic of Moldova exchanged views and ideas on the scope of the project, resources needed, timeline and deliverables. The Project Team aims to finalise the typologies report in November, with a view to its adoption by the MONEYVAL Plenary meeting in December 2024.
