The 66th Plenary meeting of the Committee of Experts on the Evaluation of Anti-Money Laundering Measures and the Financing of Terrorism (MONEYVAL) and working group meetings were held from 11 to 15 December 2023 with Ms Elżbieta Frankow-Jaśkiewicz (Poland) in the Chair. The meeting brought together around 200 AML/CFT experts from approximately 50 jurisdictions and international organisations in Strasbourg (France) and online.
MONEYVAL examined and adopted the mutual evaluation reports of Azerbaijan and Montenegro under the 5th evaluation round, as well as the follow up reports of Cyprus, Lithuania and Slovenia. All adopted reports will be published in the following weeks, after the completion of the relevant post-adoption processes and in accordance with MONEYVAL’s publication policy.
Taking into account the progress achieved by Slovenia, the application of MONEYVAL’s Compliance Enhancing Procedures was terminated with immediate effect. Furthermore, MONEYVAL decided upon the measures to be applied to the Czech Republic and Lithuania under its Compliance Enhancing Procedures.
In preparation for the next round of mutual evaluations, MONEYVAL adopted new Rules of procedure, discussed the planning and sequencing for the 6th round of mutual evaluations, and endorsed a set of questionnaires and data collection documents used to support the evaluation process. Moreover, it adopted changes to its follow-up procedures for the 5th evaluation round and a policy on observers.
MONEYVAL thanked warmly Ms Elżbieta Frankow-Jaśkiewicz (Poland) for her outstanding service and contribution to MONEYVAL’s work during her mandate and welcomed Nicola MUCCIOLI ( San Marino) who will succeed her on 1st of January 2024.
MONEYVAL elected Ms Astghik KARAMANUKYAN (Armenia) and Mr Matis Mäeker (Estonia) as its Vice-Chairs, and Ms Jennifer PALPACUER (Principality of Monaco) and Mr Daniel-Marius STAICU (Republic of Moldova) for a two year term (2024-2026).
