Armenia- Support to the Justice Reform in Armenia

The main objective of the project is for the General public in Armenia enjoy their rights in line with the European standards and benefit from accountable and professional justice system.

Main partners and beneficiaries: Ministry of Justice, Supreme Judicial Council, Constitutional Court, Court of Cassation, General Assembly of Judges, General Prosecutor’s Office, Human Rights Defender’s Office, Office of the Representative of Armenia on International Legal Matters, Justice Academy

EXPECTED OUTPUTS AND RESULTS

1. National authorities have the necessary capacity and tools to implement the Judicial and Legal Reforms Strategy for 2022-2026 in line with European standards and best practices.

2. National authorities align legal framework and policies on judicial independence, impartiality and accountability with CoE standards.

3. Judicial self-governing bodies’ and courts' capacity is enhanced to act in a professional, transparent and accountable manner.

4. Capacity of the criminal justice stakeholders is strengthened to ensure effective implementation of new criminal justice legislation through harmonised policies, institutional and legal frameworks, and implementation practices

Provision of expertise for the development of monitoring and evaluation mechanism of the Judicial and Legal Reforms Strategy
Support for the establishment of a coordination platform to ensure transparent and inclusive implementation of the Judicial and Legal Reforms Strategy
Review of the rules on judicial evaluation
Review of the legislation on judges' disciplinary violations
Provision of expertise for the development of a regulatory framework for the Ethics and Disciplinary Commission to enable its efficient functioning
Provision of expertise for the development of the Training Commission's working methods
Capacity building of the Performance Evaluation Commission
Capacity building of the Court of Cassation judges, assistants to judges and legal advisors to apply the ECHR
Capacity building of the Women judges section within the Association of Judges to mainstream gender equality in justice sector
Trainings for the Justices and staff members of the Constitutional Court
Promotion of regular exchange and judicial dialogue between the Constitutional Court of Armenia and the ECtHR
Provision of expertise in further aligning the new criminal justice legislation with European human rights standards
Institutional and operational capacity building of prosecutorial and investigating bodies
Advancement of the awareness and knowledge of criminal justice stakeholders on matters of international mutual cooperation in criminal proceedings
Capacity building of the criminal justice legal professionals
Assessment of the implementation practices in regard to the application of procedural human rights safeguards in criminal proceedings
