The main partners and beneficiaries of the Project are the National Preventive Mechanisms against torture (NPMs) of EU Member States (except Denmark and the United Kingdom) and Albania

The main aim is to offer and nurture a forum where European NPMs can exchange information and expertise between them and with the European Committee for the Prevention of Torture (CPT), the UN Subcommittee on Prevention of Torture (SPT) as well as relevant NGOs with a view to steadily harmonizing detention standards, improving the effectiveness of detention monitoring and in the long run improving the detention conditions in the region through combined national and international action.

The following results are expected:

  • On-going clarification of the precise contents of standards that govern the various types settings of deprivation of liberty in Europe and identification of monitoring practices that have proven effective.
  • Reflection about how to further enhance the impact of NPMs on the living conditions of persons deprived of their liberty.
