The online compendium presents over 270 resources developed within the No Hate Speech Movement youth campaign by National Campaigns, partners and the Council of Europe.
The resources listed are freely available, but please acknowledge the author and/or source when using them.

Each listed resource includes a short abstract summarising the resource content, publishing date, author(s) and other relevant information. Where authors are unknown the National Campaign is listed or it’s marked as Non-Available (N/A).

The resources were collected through an open call among the National campaigns, online activists and European partners.
The Council of Europe is not responsible if a resource is withdrawn or inactive.

Manual on combating hate speech - Montenegro
Description: This manual was the first step in the field of combating hate speech online in Montenegro. It provides a summary of the conclusions and recommendations for various activities that can help others to plan action to combat hate speech online. Active participants and experts at the workshop also identified specific examples of hate speech online (on social networks, portals, forums, etc.) and made proposals to combat them in ways that are creative and which, in addition to online actions and initiatives, also include offline activities. At the same time, in this manual you can find short descriptions about international conventions, as well as a description of the situation in the region and in Montenegro when it comes to legislation in this field. This manual is an outcome of a wider project, Combating Hate Speech on the Internet, which was implemented in Montenegro from the end of 2012, with financial support from the Council of Europe (European Youth Foundation). During this project, Forum MNE organised a three-day workshop that gathered 20 participants from 6 Montenegrin municipalities.
